An increase in deaths among young Canadians coinciding with vaccination mandates was observable as early as the winter of 2021–2022, but the relevant findings were not reported by Health Canada until September 2022 (Exhibit G-21)

OBFUSCATING LOW AND DECLINING VACCINE EFFECTIVENESS

At the same time, PHAC introduced a reporting methodology to obfuscate the high percentage of vaccinated among COVID-19 deaths by using "cumulative" counts that included outcomes recorded before vaccine doses were administered. (Exhibit G-23)
